Singapore Prime Min Lee Kuan Yew's Govt is preparing legis that will tighten controls on nation's newspapers; Newspaper and Printing Presses Bill, which is now before Parliament, will require cos to issue mgt shares that can be sold only to persons or corps approved by Culture Min; Govt insists that legis is not aimed at restricting freedom of press; says its purpose is to prevent single families or small groups from gaining control of major papers and to restrict foreign investment in press; bill prohibits foreign financial backing for local newspaper without Govt approval; Govt is more concerned about Chinese-language newspapers than English ones because of their wider circulation and their emotional hold on predominantly Chinese population (M)
