LEAD: The Jamaica Savings Bank announced yesterday that Federal regulators had approved its plan to convert to a stock institution owned by shareholders from a mutual savings bank owned by depositors. As part of the conversion plan, the savings bank will offer 16 million shares of stock at a range of $7.50 to $10.

Lafferty of the company's information products division said many users prefer receiving facsimiles on plain paper.
