Czechs Hold Italian Newsman; Trial for Subversion Expected

Czech authorities arrest Italian journalist V Ochetto and take actions against Italian newsmen D Volcic and F Zidar, apparently as part of crackdown on underground circulars and dissident literature; Czech sources indicate Ochetto will be tried soon on charges of subversion and then probably expelled; he was seized Jan 5 at Prague Airport and accused of serving as a link between 'conspiratorial elements' in Czech and Italy; pub Rude Pravo ed names J Pelikan, former Czech TV dir and leading supporter of former Czech party 1st sec Dubcek, as Ochetto's principal contact in Italy; Pelikan is alleged to have sent written materials and instructions to Czech inciting hostile individuals and groups to antistate activities; Ochetto is visited by Italian Amb to Czech, A Benazzo, 1st such visit by Ital Govt official since his arrest; Czech officials deny Ochetto is journalist; at present, newsmen and others are being picked up for questioning on circulation of antistate literature; recently, Volcic was searched and F Zidar expelled on charges of having spoken with former Czech party officials; Western newsmen have been quietly warned to stay away from former party officials and dissident newsmen

Natl Security Council proposes Exec order tightening regulations governing handling of classified information and suggests possibility that Nixon might seek legis to make it crime for unauthorized persons to receive secret documents; legis suggestion, if accepted, would result in proposal by Nixon of tough new law like Brit Official Secrets Act, which imposes stiff penalties on those who receive as well as on those who disclose classified information; another proposal is that Nixon seek revision of Fed Espionage Act to make it crime to give classified information to unauthorized persons; 3d suggestion is merely that present laws be left unchanged; suggestions are offered in response to Nixon's demand for study of handling of classified material made after pub of Pentagon papers
