Communist newspaper Morning Star publishes parts of what appear to be secret documents discussing Brit legis to exempt Queen Elizabeth from '73 bill that would have given cos power to force shareholders to identify selves; bill never became law; documents indicate Buckingham Palace, Cabinet office and Bank of Eng gov were involved in writing exemption provision; former Trade and Indus Sec Peter Walker, whose dept was concerned with proposed legis, demands probe of leak; Earl of Limerick, under sec in Walker's dept, declines to authenticate memo attributed to him; Prime Min Harold Wilson's repr declines comment on authenticity of documents; says mins of present Govt had no access to documents, written under Conservative Govt; papers are believed to have been mailed anonymously to newspaper; timing of disclosure is unwelcome to Wilson Govt, which faces Parliament debate over its proposal to raise Queen's allowance by $1-million a yr (M)
