WASHINGTON D.C. LAST month, Connecticut appeared to be part of a select group: a handful of states that had met a deadline for cleaning up their air and would not face a cutoff of Federal funds. The United States Environmental Protection Agency announced that areas not meeting air-quality standards by a December deadline under the Federal Clean Air Act would face a host of sanctions, from the loss of Federal funds for highway building and clean-air programs to the denial of permits for the construction or expansion of factories. Altogether, 472 air-quality regions, roughly corresponding to counties, appeared in danger of not meeting the deadline, the Federal agency said. The 472 regions fell in 44 states.

It is legal to get married in prison, but like everyone else, the convict must first obtain a license. This posed a problem at the Ossining (N.Y.) Correctional Facility in November 1981 when the Town Clerk refused to enter the prison to issue the licenses and the warden refused to let the prisoners go into town to get them.

International Vice President Bush will go to Europe Jan. 30 for talks with American allies and to address the Committee on Disarmament in Geneva, President Reagan announced in his weekly radio address. Mr. Reagan, citing ''encouraging words'' from the new Soviet leadership, said, ''Clearly the Soviets want to appear more responsive and reasonable.'' (Page 1, Column 6.) A visit to the Falkland Islands was made Prime Minister Margaret Thatcher of Britain. She told the Falklanders that she had come ''to pay tribute to those who liberated the islands'' that Britain recaptured from Argentina in fighting last year. (1:5.)

International Poles are still being arrested although the internment of political dissidents was formally ended with the suspension of the basic provisions of martial law. In their pursuit of underground Solidarity activists, authorities in their largest recent roundup just before New Year's seized 15 activists who were said to be operating an underground printing plant near Poznan. (Page A1, Column 1.) A rebellion in a Salvadoran province continued. El Salvador's Defense Minister, Gen. Jose Guillermo Garcia, rejected a demand by one of his military commanders that he step down to end the rebellion in the northern province of Cabanas. But there were signs that regardless of the outcome of the rebellion, General Garcia's position was growing more difficult to maintain. (A1:1.)

Steve Riddick, a 1976 Olympic gold medalist in the 400-meter relay, made his 1983 debut by winning the 55-meter dash today in the Manufacturers Hanover-Metropolitan Athletics Congress development meet at the United States Military Academy Fieldhouse. The 31-year-old Riddick, a member of the Philadelphia Pioneer Club, was clocked in 6.1 seconds as he defeated James Henderson of Columbia University, who ran 6.2.
