Representative Les Aspin, new chairman of the House Armed Services Committee, has long said that there was no committee in Congress dealing adequately with arms control and overall United States military policy. So the Wisconsin Democrat has told some House colleagues that he may propose to the full committee the creation of a subcommmittee to deal exclusively with such matters. The new unit might be named the subcommittee on arms control or on military policy.
