LEAD: Genesco Inc. has signed an agreement to allow a group of investors to buy the company's operations in Canada, the company said. The producer of footwear and men's apparel will sell three plants and 330 retail stores to a corporation controlled by Michael K. Graye and a group of Canadian investors, including the Royal Bank of Canada, a Genesco spokesman, John Pennington, said.
