LEAD: The Federal Trade Commission asked a Federal appeals court today to prevent Owens-Illinois Inc., the nation's second-largest glass container manufacturer, from acquiring Brockway Inc. for $750 million while it appeals a lower court's refusal to halt the deal. The F.T.C. contends that the merger, which would create the nation's largest glass container manufacturer, would reduce competition and raise the price of bottles, jars and other containers the companies make for foods and drinks.

LEAD: BMW of North America Inc. said it would raise the price of its cars by an average of 1.8 percent, or $686 a car, effective with shipments to dealers on March 15. The greatest increase is for the top-of-the-line model, the 12-cylinder 750iL, the price of which will rise 3 percent, to $69,000 from $67,000.
