LEAD: The Vernitron Corporation said it might raise its hostile $23-a-share tender offer for the Kollmorgen Corporation if Kollmorgen's confidential financial data ''justifies such an increase.'' In a letter Monday to the Kollmorgen board of directors, Stephen W. Bershad, Vernitron's chief executive, also said the company would take legal action, if it was not included in the bidding for the Stamford, Conn., electrical machinery manufacturer.
