LEAD: The Tosco Corporation acquired the right to buy the Seminole Fertilizer Corporation in a $115 million deal that would give the company its only non-oil business. Tosco, an independent oil refiner and wholesaler, said it had obtained the right to purchase virtually all of privately held Seminole's stock from Argus Fertilizer of Stamford, Conn.

LEAD: Amerifirst Bank said the Transohio Savings Bank had ended its agreement to acquire Amerifirst because Transohio had been unable to get regulatory approval for the deal, which was announced last May. Transohio, a unit of the Transcapital Financial Corporation, offered $20 a share, or $230 million. Amerifirst said Transohio had requested the return of a $25 million deposit made in conjunction with the agreement but that it did not intend to return the money.

Nothing astounding in that - television commercials have long since become occasions for chatting, snacking and letting out the cat. But this audience was made up of students at Samuel C. Mumford High School here, and the 12-minute news program they were watching had stirred controversy mainly because of the inclusion of four 30-second commercials.
