LEAD: A stone-crushing plant in Scotland was destroyed in a fire Saturday night, and an anonymous caller said today that Scottish nationalists had blown it up because the quarry where it was situated was going to be used as a nuclear waste dump. The police have not commented on the cause of the fire at the Glensanda granite quarry near the west coast resort of Oban.
