The PG&E Corporation, the owner of California's largest utility, said today that it might take a fourth-quarter charge of $4.1 billion to write off power-purchasing debts that it will not be able to collect because of an accounting change. The Public Utilities Commission of California ordered PG&E and other utilities to offset $13 billion in power-purchase debts with profit from power-plant sales and revenue from remaining plants. The accounting change reduces the amount of debt that the commission will use to determine how much the utilities can recover from customer rates.
